Carol Soon

Associate Professor (Practice) and Deputy Head at the Department of Communications and New Media,

Dr Carol Soon is a social scientist and policy researcher with 20 years of research experience on media and technology issues. She is currently Associate Professor (Practice) and Deputy Head at the Department of Communications and New Media (CNM) in NUS. She is a member of the World Economic Forum’s Global Future Council on Information Integrity and is Adjunct Principal Scientist at the Centre for Advanced Technologies in Online Safety.
Her research interests are in media regulation and digital policy, social media governance, online safety and digital literacy. Dr Soon’s work is supported by public, private and philanthropic institutions, including Temasek Foundation and The Ngee Ann Kongsi. She is consulted regularly by public and private organisations on research and practice relating to the use and regulation of technology, and public communication. She is co-editor of “Online trust and safety: Tools to combat online harms, misinformation and malicious content” published by Springer Nature in 2026. The volume is a practice-oriented guide to designing, analysing and governing safer digital ecosystems.
Dr Soon is Vice Chair of Singapore’s Media Literacy Council which leads cross-sector and multi-disciplinary efforts in growing digital literacy among users. She also serves on the National Crime Prevention Council.
